Council directs staff to revise streetscape plan and create a financing plan

The Bloomfield City Council voted to direct staff to develop a revised streetscape plan and a $2.5-3.5 million financing plan for streetscape funding for presentation at a special meeting on Feb. 27. The vote came following a lengthy discussion, which will be reported in the Feb. 21 issue of the Bloomfield Democrat.

City could lose $600,000 grant

Chris Bowers of Area 15 Regional Planning Commission told the Bloomfield City Council last night a CDBG grant for $600,000 for the streetscape project ends July 31, 2018. The council now must decide whether to terminate the streetscape project and de-obligate the CDBG grant or re-bid the project and request an extension of the CDBG grant project. If the latter is chosen, the IEDA requires that the project be bid and under contract for construction by June 30, 2018. If the city refuses the grant, Bowers said the IEDA would not consider any future Bloomfield applications for stormwater projects due to non-performance on the project. Bowers reminded the council that Bloomfield has depended on millions of dollars in CDBG grant money for infrastructure imporvements in the last 20 years.
