The Bloomfield City Council did not discuss a proposed parking change on Locust Street in front of the high school. The issue was listed wrong on the agenda. Instead the council agreed to move the public hearing to the first meeting in September.
In other action, the council approved the final reading of an ordinance to change the zoning of property owned by Tom and Sue Skinner. The council also approved the final reading of an ordinance amending water rates. The minimum bill will increase to $27.48. The price per 1,000 gallons of water is increasing to $9.87.
The Davis County Board of Supervisors will meet at 8:30 a.m. Monday morning. The board will meet with custodian Russell Lundstrum and secondary roads personnel at 8:50 a.m. and 9 a.m. The board will consider a utility permit from Southern Iowa Electric Cooperative at 9 a.m.
The board will meet with CPC Diane Buss at 10:30 a.m. and will host a staff meeting at 1:30 a.m.
DPW Ted Henderson reported that driveway accesses are being poured along Franklin St. from the Country Club to Pine Ridge Rd.
He also reported that the Pine Ridge and Country Club driveway intersections with Franklin St. would be opened Friday. Residents along that stretch of Franklin St. will be allowed to park on the street until the driveway accesses are cured.
Monday, workers will be tearing out concrete on Franklin St. from the Hillcrest Ave. to Brown St. intersections, weather permitting.
At that time, residents of Morningside, Hillcrest, and Parkview will need to exit the neighborhood on Pine Ridge. They will then be able to drive through the Country Club to Country Club Drive to access city streets.
Teachers and school staff spent time last week learning better strategies for dealing with dangerous situations within the school district’s facilities. Deputies Josh O’Dell and Josh Sinnott helped facilitate training for the ALICE program.

City of Bloomfield looking at ways to improve energy efficiency
A report issued last week shows energy efficiency is the least-cost strategy to limit the growth of electric rates in Bloomfield.
At a special meeting at the Iowa Theatre on Aug. 13, which was requested by the Bloomfield City Council, the Iowa Association of Municipal Utilities (IAMU) presented the results of a study IAMU conducted as part of an Energy Independent Community Grant.
The study reviewed the technical and financial feasibility of Bloomfield becoming as energy independent as possible. The study found that the least-cost strategy for lowering customer bills is to invest in energy efficiency. Projections show over a ten-year period, energy efficiency programs could reduce kWh consumption by 23 percent.

John Milton “Mick” Finn II, 74, of Bloomfield, died August 18, 2014 at Mercy Medical Center in Des Moines.
